A police helicopter hovered over the scene as dozens of police cars sealed off the area surrounding the 16-storey complex in central Orlando.
Several people were taken to Orlando Regional Medical Centre.
The suspect was named as Jason Rodriguez, a 40-year-old former employee of Reynolds, Smith & Hills, a company based at the centre.
He was arrested later by a Swat team at his mother's home, according to police chief Val Demmings.
The authorities went to the home after being alerted to his whereabouts in a phone call. He gave himself up without incident, officials said.

A spokesman for Reynolds, Smith & Hills confirmed that Rodriguez had been an employee based at the Gateway Centre.
He was sacked two years ago because of performance-related issues.
As he was led into a police station after his arrest, reporters asked Rodriguez why he turned his gun on former colleagues he had not worked with for over two years.
"They left me to rot," the suspect replied before being taken inside for questioning.
The shootings come less than 24 hours after a massacre at a military base in Texas left 13 dead.
