Rodriguez, 40, surrendered about three hours after the shooting took place when police saw him through the window of his mother's house and then told him to come out of the residence.
When one reporter asked Rodriguez why he did it, he said, "Because they left me to rot," as reported by the AP.
Rodriguez's alleged shootings took place at Reynolds, Smith & Hill, an Orlando transportation consulting firm.
The Orlando Sentinel reported that Rodriguez did architectural work at the company and was unhappy with a recent layoff.
Renato Gonzalez, a manager at the firm said, "I know that we was not very happy with the layoff. He took a little worse than most people."
